CONCEPT: to develop a series of short movies (linear sniplets, slide shows, integrated hyperimages...) from footage/material of systemic camera recordings, that would capture big collection of images (video frames) and index them for types of information (time stamp, content, image analasys, user made metadata...)

INSPIRATION: development of the concept for this kind of project for observing public space has been inspired by different discussions and issues raised among activists and artists who are interested in working on and about mediating public space:
• primarily from discussions on video surveillance systems in public spaces - especially UK regulation, where possibility exists for one to access these materials if were recorded on them and practice their right to be removed/blurred out of recording.
• on issues of visual pollution of urban spaces which are clattered with more and more aggressive advertising - with huge differences diminishing in terms of western and eastern Europe practices where (due to socialist past with state economies and non advertising) this
is still a process - that could possibly still be influenced.
• discussions on how public spaces of historic and cultural importance are most often overtaken by tourists, which grouped in high numbers and organised in specific time slots fail to enjoy the environment - therefore direct mediating (streaming video signal) from these places makes them impossible.

With these questions, facts and challenges it seemed important to try to address them in both symbolic way (as most art projects do), but also in practical way (as activists would prefer).

RESEARCH: after initial period of research and consulting with software developer and media artist Daniel Fischer it became possible to plan development of such setup. With use of motion detection software that would analyze camera input (from analogue video source) and compare frames to detect changes in-between images one could exclude motion and manipulate it in different aspects (change of pixel values: color, luminance and transparency). Goal of achieving quality of video image that would be in the same time clear statement and also a medium of transposing unique "genius loci" in mediated form of web
stream would take a lot of experiments with applying different image processing techniques. This output could than be streamed to the publicly accessible net address and provide them with real-time video stream from location (while all objects in motion are processed in
real time). Archive of this cam input could be later used for generating "compiling movies" that would construct video footage based on database-like queries.

For development of project programmer skilled in Free Software for media production and with knowledge of image processing would be required. There is a possibility also to partially share development with Daniel Fischer who could take part in residency for shorter period of time.
